ولاحظ التقرير الاستعراض لأفريقيا بشأن الجفاف والتصحر الذي أعدته اللجنة الاقتصادية لأفريقيا في عام 2007 أن عددا من التقارير القطرية الأفريقية حدد القيود المتعلقة بالقدرات والموارد فضلا عن الافتقار إلى تكامل برامج مكافحة التصحر في أطر التخطيط والميزنة على مستويات شتى، ضمن العقبات الرئيسية أمام تنفيذ برامج العمل الوطنية.

105. National reports should give better coverage to these issues, not only in order to draw attention to the need to incorporate desertification control programmes in national poverty reduction strategies, but even more so to stress the fact that in Africa the successful implementation of the Convention in strategic action areas remains an essential precondition for the achievement of sustainable development.
105- ويجب أن تولي التقارير الوطنية هذه المسائل أهمية أكبر لا فحسب لاسترعاء الانتباه إلى ضرورة إدراج برامج مكافحة التصحر على نحو سليم في الاستراتيجيات الوطنية لمكافحة الفقر، بل وبالأخص للتشديد على أن تنفيذ الاتفاقية بنجاح في مجالات العمل الاستراتيجيات يظل بالنسبة لأفريقيا شرطاً أساسياً مسبقاً لتحقيق تنمية مستدامة.
