كما ينبغي حذف الفقرة الثالثة عشرة من الديباجة والاستعاضة عنها بالنص التالي: " ورغبة منها في ضمان تقديم اﻷشخاص المتهمين بالتحريض على جريمة الاغتصاب أو اللجوء اليها بوصفها سلاحا حربيا في مناطق النزاع في يوغوسلافيا السابقة أمام المحكمة الدولية " .
