Besides allowing the authorities to arbitrarily detain anyone for engaging in peaceful political activities that the Government may consider subversive, it permits the authorities to extend the detention of prisoners without charge or trial, thereby violating international legal standards.
وفضلا عن السماح للسلطات باحتجاز أي شخص تعسفا بسبب مشاركته في أنشطة سياسية سلمية قد تعتبرها الحكومة تخريبية، فإن تلك العبارة تسمح للسلطات أيضا بتمديد احتجاز السجناء بدون توجيه تهم إليهم أو محاكمتهم، مما يشكل انتهاكا للمعايير القانونية الدولية.

The State party should ensure that all those who are involved in the detention of prisoners be made fully aware of the international obligations on the State party concerning the treatment of detainees, including the United Nations Standard Minimum Rules for the Treatment of Prisoners.
١٣٤ - ويجب على الدولة الطرف أن تضمن أن يكون جميع من يتولون احتجاز السجناء على وعي تام بالالتزامات الدولية للدولة الطرف فيما يتعلق بمعاملة المحتجزين، بما في ذلك القواعد النموذجية الدنيا لمعاملة السجناء، التي أصدرتها اﻷمم المتحدة.
