55. With regard to the general principle of the methodology for determining the scale of assessments, he noted that the experience of over 50 years proved the validity of the concept of relative capacity to pay chosen by the Organization’s founders.
٥٥ - وفيما يتعلق بالمبدأ العام المتعلق بالمنهجية المتبعة في تحديد جدول اﻷنصبة المقررة يلاحظ أن الخبرة المكتسبة خلال الخمسين سنة الماضية تثبت صلاحية مبدأ القدرة النسبية على الدفع الذي اعتمده مؤسسو المنظمة.

2. Reaffirms the principle of capacity to pay as the fundamental criterion for determining the scale of assessments, and agrees, in principle, to establish an ad hoc body to study the implementation of this principle in determining the scale of assessments and to consider its mandates and modalities at a later state in the forty-eighth session.
٢ - تؤكد من جديد مبدأ القدرة على الدفع بوصفه المعيار اﻷساسي لتحديد جدول اﻷنصبة المقررة وتوافق مبدئيا على إنشاء هيئة مخصصة لدراسة إعمال هذا المبدأ في تحديد جدول اﻷنصبة المقررة والنظر في ولاياتها وصيغها في مرحلة لاحقة في الدورة الثامنة واﻷربعين. ــ ــ ــ ــ ــ

18. He recalled that, in paragraph 1 of its resolution 45/256 A, the General Assembly had reaffirmed that the methodology for determining the scale of assessments should be simplified as far as possible with a view to making it more transparent and stable over time and that the scale of assessments should be determined on the basis of reliable, verifiable and comparable data.
١٨ - وأشار الى أن الجمعية العامة أكدت من جديد، في الفقرة ١ من قرارها ٤٥/٢٥٦ ألف، أن منهجية تحديد جدول اﻷنصبة المقررة ينبغي أن تُبسﱠط قدر اﻹمكان لجعلها أكثر وضوحا وثباتا على مر الزمن، وأن جدول اﻷنصبة المقررة ينبغي أن يحدد على أساس بيانات يمكن الاعتماد عليها والتحقق منها ومقارنتها.

The many changes in the scale of assessments over the years, which had been adopted for political reasons, had distanced it from the principle of capacity to pay, and had prompted the General Assembly to establish an ad hoc intergovernmental working group to study all aspects of the implementation of that principle as the fundamental criterion in determining the scale of assessments (resolution 49/19 A).
وقد أدت التغييرات العديدة في جدول اﻷنصبة المقررة عبر السنين، والتي اعتمدت ﻷسباب سياسية، إلى إبعاده عن مبدأ القدرة على الدفع وإلى حث الجمعية العامة على إنشاء فريق عامل حكومي دولي مخصص لدراسة جميع جوانب تنفيذ هذا المبدأ بوصفه المعيار اﻷساسي في تحديد جدول اﻷنصبة المقررة )القرار ٤٩/١٩ ألف(.

He recalled that the consultations on the establishment of the working group, which took place within the framework of efforts aimed at making the method of determining the scale of assessments more stable, simpler and more transparent, had been taking place since the forty-seventh session of the General Assembly.

11. His delegation believed that the principle of capacity to pay should be the basic criterion for determining the scale of assessments and that it was important to forge consensus on the methods of providing the Organization with a viable and sound financial basis, since Member States had collectively accepted the method for the calculation of scales of assessment.
١١ - ويرى ممثل جمهورية كوريا أن مبدأ القدرة على الدفع يجب أن يكون المعيار اﻷساسي لوضع جدول اﻷنصبة وأنه من المهم التوصل إلى توافق اﻵراء بشأن الوسائل التي تمكﱢن المنظمة من الحصول على قاعدة مالية متينة وموثوقة فور موافقة الدول اﻷعضاء على منهجية حساب اﻷنصبة المقررة بصورة يقبلها الجميع.
