Despite the large growth in private capital flows, there is a an essential role for official development assistance (ODA) in development cooperation to address infrastructure development, social services, environmental protection and capacity-building, in particular in the least developed countries and other developing countries that have been bypassed by FDI.

Stronger links between least developed countries and other developing countries in the areas of trade, investment, remittances, financial cooperation and transfer of technology have opened a new window of opportunity for the least developed countries.
