Unresolved issues. The outstanding issues in which the positions of the various delegations appear to be the hardest to reconcile pertain to the nature and extent of assistance to be provided by the Authority itself to developing land-based producer States and the role that the Authority would have in deciding upon and implementing the assistance measures.
