5 - إن تقديم المساعدة التقنية الملائمة وفي الوقت المناسب استجابة لطلبات البلدان النامية الأطراف والأطراف التي تمر اقتصاداتها بمرحلة انتقال أمر أساسي من أجل تنفيذ الاتفاقية بنجاح.

The first questionnaire was aimed at collecting information from developing-country Parties and Parties with economies in transition regarding their technical assistance and technology transfer needs in order to implement their obligations under the Convention and the barriers and obstacles they face in that regard.

5 - يعتمد اختصاصات تقييم التمويل المطلوب للأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ الاتفاقية خلال الفترة 2018-2022، على النحو الوارد في مرفق هذا المقرر؛

2. The Parties shall establish arrangements for the purpose of providing technical assistance and promoting the transfer of technology to developing-country Parties and Parties with economies in transition relating to the implementation of this Convention.
2 - على الأطراف أن تضع ترتيبات لغرض تقديم المساعدة التقنية وتشجيع نقل التكنولوجيا إلى الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقال فيما يتعلق بتنفيذ هذه المعاهدة.

2 - يدعو البلدان النامية الأطراف والبلدان الأطراف التي تمر اقتصاداتها بمرحلة انتقال إلى تزويد الأمانة بمعلومات عن حاجاتها من المساعدة التقنية ونقل التكنولوجيا والحواجز والعقبات القائمة في هذا الصدد؛

Also invites developed-country parties and others with the capacity to do so, to continue to provide information to the Secretariat on the technical assistance and technologies that they have available to be transferred to developing-country Parties and Parties with economies in transition;
3 - يدعو أيضاً البلدان المتقدمة الأطراف وغيرها التي لديها القدرة على تزويد الأمانة بمعلومات عما لديها من المساعدة التقنية والتكنولوجيات المتاحة للنقل إلى البلدان النامية الأطراف والبلدان الأطراف التي تمر اقتصاداتها بمرحلة انتقال، أن تواصل القيام بذلك؛

By paragraph 2 of decision SC-5/20, the Conference of the Parties invited developing-country Parties and Parties with economies in transition to provide information to the Secretariat on their technical assistance and technology transfer needs and the barriers and obstacles in that regard.
6 - دعا مؤتمر الأطراف بموجب الفقرة 2 من المقرر ا س - 5/20، البلدان النامية الأطراف والبلدان الأطراف التي تمر اقتصاداتها بمرحلة انتقال إلى تزويد الأمانة بمعلومات عن حاجاتها من المساعدة التقنية ونقل التكنولوجيا والحواجز والعقبات القائمة في هذا الصدد.

3. A mechanism for the provision of financial and technical cooperation to developing-country Parties and Parties with economies in transition to assist their compliance with the measures of this Convention is hereby defined.
3 - بموجب هذا تتحدّد آلية لتوفير التعاون المالي والتقني للأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقالية لمساعدتها على الامتثال لتدابير هذه الاتفاقية.
