As I recommended in my report of 18 November, such a regional approach should include the convening of an international conference to identify long-term solutions that will ensure peace, security and development in the subregion.

To understand the grounds for that draft resolution and its scope, we must, on the one hand, consider the fact that the United Nations Standing Advisory Committee on Security Questions in Central Africa was established by the Secretary-General of the United Nations, to promote peace, security and development in the subregion.

69. In that same resolution, the General Assembly also noted its interest in the proposal of the Governments of Central America in convening an international Conference for Peace and development in the subregion.
٦٩ - وفي القرار ذاته، لاحظت الجمعية العامة أيضا مع الاهتمام اقتراح حكومة أمريكا الوسطى عقد مؤتمر دولي للسلم والتنمية في المنطقة دون اﻹقليمية.

It also notes the Secretary-General's view that the United Nations and OAU should jointly convene at a later stage a broader conference to address a range of political and other issues, including national reconciliation, in order to identify long-term solutions to ensure peace, security and development in the subregion.
كذلك يحيط المجلس علما برأي اﻷمين العام القائل بوجوب قيام اﻷمم المتحدة ومنظمة الوحدة الافريقية، بصورة مشتركة، بعقد مؤتمر أوسع في وقت لاحق للتصدي لجملة من المسائل السياسية وغيرها، بما في ذلك المصالحة الوطنية، من أجل تحديد حلول طويلة اﻷجل لضمان السلم واﻷمن والتنمية في المنطقة دون الاقليمية.
