86. On 7 May, the Security Council adopted resolution 1236 (1999) on the situation in East Timor, in which it welcomed the agreement between Indonesia and Portugal of 5 May 1999 and the agreement between the United Nations and the Governments of Indonesia and Portugal regarding security arrangements and the modalities for the popular consultation of the East Timorese through a direct ballot.
٨٦ - وفي ٧ أيار/ مايو، اتخذ مجلس اﻷمن القرار ١٢٣٦ )١٩٩٩( بشأن الحالة في تيمور الشرقية يرحب فيه بالاتفاق المؤرخ ٥ أيار/ مايو ١٩٩٩، بين إندونيسيا والبرتغال، والاتفاق بين اﻷمم المتحدة وحكومتي إندونيسيا والبرتغال بشأن الترتيبات اﻷمنية وطرائق استطلاع رأي شعب تيمور الشرقية عن طريق الاقتراع المباشر.

He had therefore informed the Secretary-General of Indonesia's readiness to unconditionally " accept international peacekeeping forces through the United Nations from friendly nations to restore peace and security in East Timor, to protect the people and to implement the results of the direct ballot of 30 August 1999 " .

19. Mr. Takahara (Japan) commended the decision by the Indonesian Government to hold a direct ballot for the peaceful solution of the East Timor issue and its decision to accept international peacekeeping forces.

In accordance with section E, subparagraph (b), of the supplementary agreement on the modalities for the popular consultation of the East Timorese through a direct ballot (A/53/951-S/1999/513, annex II), the external polling will be conducted on behalf of the United Nations by the Australian Electoral Commission for the balloting in Australia and by the International Organization for Migration (IOM) in Portugal and elsewhere.

All decisions concerning the activities of the electoral commission had been adopted by equal and direct ballot, and the same restrictions had been imposed for all political parties in the framework of the electoral campaign; for example, the political parties had all been allotted equal broadcasting time on radio and television channels.
