(ii) Application of the directness requirement
`2` تطبيق شرط العلاقة السببية المباشرة

If a claim or a loss element fails to meet the directness requirement, the Panel recommends no compensation for that claim or loss element.
وفي حال عدم استيفاء المطالبة أو أحد عناصر الخسارة فيها لشرط الرابطة السببية المباشرة هذا، يوصي الفريق بعدم دفع تعويض فيما يتعلق بتلك المطالبة أو بذلك العنصر من عناصر الخسارة.

In its previous reports, the Panel has considered application of the directness requirement to claims involving tangible property losses.

Where losses are sustained in Iraq or Kuwait, the directness requirement will generally be met by the claimant showing that the loss resulted from one of the five enumerated categories of events and circumstances listed in paragraph 21 of Governing Council decision 7.

2 The directness requirement At paragraphs 19 to 23 of the First “F3” Report, the Panel set out its considerations regarding the directness requirement.
