Recalling the letter from the Executive Chairman of the Special Commission to the President of the Security Council of 12 August 1998 (S/1998/767), which reported to the Council that Iraq had halted all disarmament activities of the Special Commission and placed limitations on the rights of the Commission to conduct its monitoring operations,

Given that the disarmament activities of the Commission in Iraq have been halted by Iraq's policy decisions of 5 August 1998, to which reference is made below, it is suggested that the body of this report be taken as meeting the reporting requirement on Iraq's compliance with those resolutions.

The report furthermore reflects practical disarmament activities of States, including those of the Group of Interested States in Practical Disarmament Measures, and regional and subregional organizations in the context of the implementation of the Programme of Action, as requested by the General Assembly in its resolution 57/81.

Iraq's actions bring to a halt all of the disarmament activities of the Commission and place limitations on the rights of the Commission to conduct its monitoring operations, as called for by the Security Council under resolutions 687 (1991) and 715 (1991) and the Commission's monitoring plan approved by the latter.
