It is clear to this body that, in the near future, increased resources for rapid deployment of relief will be required and that it will therefore be necessary to establish not only a source of readily available funding, but proper mechanisms to ensure immediate access to those funds by disaster-stricken States.
ومن الواضح بالنسبة لهذه الهيئة أنه، في المستقبل القريب، سيكون المطلوب تهيئة الموارد من أجل توفير الإغاثة بسرعة، وأنه سيكون إذاً من الضروري إيجاد، لا مصدرا للتمويل المتوفر على وجه السرعة فحسب، ولكن كذلك الآليات المناسبة لضمان حصول الدول المنكوبة بالكوارث على تلك الأموال بشكل فوري.

Calls upon States to fully implement the Hyogo Declaration and the Hyogo Framework for Action 2005 - 2015, in particular those commitments related to assistance for developing countries that are prone to natural disasters and for disaster-stricken States in the transition phase towards sustainable, physical, social and economic recovery, for risk-reduction activities in post-disaster recovery and for rehabilitation processes;
7 - تهيب بالدول التنفيذ التام لإعلان هيوغو وإطار عمل هيوغو للفترة 2005-2015، وخصوصا الالتزامات المتصلة بتقديم المساعدة إلى البلدان النامية المعرضة للكوارث الطبيعية وإلى الدول المنكوبة التي تمر بمرحلة انتقال صوب الانتعاش المادي والاجتماعي والاقتصادي المستدام، لكي تضطلع بأنشطة الحد من الأخطار وبعمليات الانتعاش والإصلاح في أعقاب الكوارث؛
