Furthermore, paragraph 14 of general recommendation No. 30 of the Committee on the Elimination of Racial Discrimination on discrimination against noncitizens reiterates this principle in restating that deprivation of citizenship on the basis of race, colour, descent or national or ethnic origin is a breach of States parties' obligations to ensure nondiscriminatory enjoyment of the right to a nationality.
