The Committee notes the lack of national legislative provisions fulfilling the requirements of article 4 of the Convention, which requires States parties to penalize the dissemination of ideas based on racial superiority and hatred, the incitement to racial hatred, the acts of violence against any race or groups of persons of another colour or ethnic origin, and incitement to such acts.
13- تلاحظ اللجنة عدم وجود أحكام تشريعية وطنية تفي بمقتضيات المادة 4 من الاتفاقية، التي تقتضي من الدول الأطراف فرض عقوبة على من ينشر الأفكار القائمة على التفوق العنصري والكراهية، والتحريض على الكراهية العنصرية، وأعمال العنف ضد أي عرق أو مجموعات من الأشخاص من لون أو أصل إثني آخر، والتحريض على مثل هذه الأفعال.

It also recommended revising the Penal Code in order to criminalize conduct and activities such as propaganda and dissemination of ideas based on racial superiority.
