The Chairperson recalled that in October 2005 the Committee had decided to appoint an informal working group, comprising Mr. Shearer, Mr. Lallah, Mr. Rivas Posada and members of the secretariat, to devise guidelines for the drafting of lists of issues relating to initial or periodic reports in such a way as to ensure that questions were neither so numerous nor so loosely phrased as to enable delegations to avoid focused answers.
