Similarly, although confirming that massacres had occurred in Drodro and its surrounding areas, members of the humanitarian non-governmental organizations expressed serious reservations as to the figures for the death toll advanced by the religious authorities and the number of bodies in the communal graves.

24. Like the atrocities recently perpetrated in Bunia, the events in Drodro occurred during a conflict when various rebel movements were born -- movements which are backed by neighbouring countries and are constantly riven by deep internal dissension.

VI. Special recommendations for following up the Drodro events
سادسا - توصيات خاصة لمتابعة حوادث درودرو

The same group appears to have been at the origin of another attack targeting the MONUC helicopter in Drodro where the Mission was conducting an inspection.

This version was rejected by UPDF, who stated that at that date UPDF troops were in Bule, 30 km from Drodro, and was not responsible for the Drodro killings.

II. Findings of the investigation into the incidents in Drodro
ثانيا - نتائج التحقيق في أحداث درودرو

Thus, according to the UPDF command, the Ugandan army was not involved in any way in the 3 April 2003 events in Drodro.

IV. Conclusions 23. The situation in Ituri in general, and in the Drodro area and neighbouring localities in particular, is extremely threatening to peace and stability throughout the Democratic Republic of the Congo and the Great Lakes region.

If the members of the Security Council review recent events in Drodro and Bunia, they will see that once again the underlying cause of the situation in the Democratic Republic of the Congo is a vicious cycle of grave human rights violations and vengeance, buttressed by impunity.

According to a Congolese human rights organization, the presence of Lubanga and Edison Muzora, a former UPDF commander who had joined the rebellion, during the second half of March 2003 in Drodro would explain the alliance between Lendu militias and UPDF.

5. This report is based on the information gathered by the Office of the High Commissioner for Human Rights/MONUC special investigation team during its mission to Drodro and its environs from 18 April to 5 May 2003.

Thus, in the view of the human rights non-governmental organizations, the attack on Drodro and the surrounding area on 3 April 2003 was carefully planned by the Lendu militias, who wanted to settle scores with the Hema while benefiting from the complicity of elements of the Ugandan army who participated in the attack.
ومن ثم ترى المنظمات غير الحكومية المعنية بحقوق الإنسان أن الهجوم على منطقة درودرو ونواحيها في 3 نيسان/أبريل 2003 خططت له بدقة ميليشيا الليندو سعيا منها إلى تسوية حسابات مع الهيما مستغلة في ذلك تواطؤ بعض عناصر القوات الأوغندية التي تردد أنها شاركت في الهجوم.

14. This version of the facts was rejected by the operational command of the Ugandan troops, which noted that the Ugandan troops were still in Bule, some 30 km from Drodro, on the date in question and had been deployed to Drodro on 5 April 2003 in order to provide security for the population.
