On prosecution matters, UNODC, jointly with the International Association of Prosecutors, started developing a handbook elaborating on the 1990 Guidelines on the Role of Prosecutors and the 1999 Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors.
وفيما يتعلق بمسائل الادعاء بدأ المكتب، بالاشتراك مع الرابطة الدولية لأعضاء النيابة العامة، بإعداد دليل توضيحي للمبادئ التوجيهية بشأن دور أعضاء النيابة العامة لعام 1990، ومعايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية لعام 1999.

The Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors were developed within the association and were approved by IAP in 1999.
وقد جرى استحداث معايير مسؤولية أعضاء النيابة العامة المهنية وبيان واجباتهم وحقوقهم الأساسية في داخل الرابطة، واعتمدتها الرابطة في عام 1999.

Convinced that the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors, developed by the International Association of Prosecutors, are complementary to the Guidelines on the Role of Prosecutors,
واقتناعا منها بأنّ معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية، التي وضعتها الرابطة الدولية لأعضاء النيابات العامة تمثل تكميلا للمبادئ التوجيهية بشأن دور أعضاء النيابة العامة،

On the basis of the replies received from 31 Member States, UNODC prepared an addendum to the Standards of Professional Responsibilities and Statement of the Essential Duties and Rights of Prosecutors, dated 23 November 2010.
واستنادا إلى الردود التي وردت من 31 دولة عضوا، أعد المكتب إضافة لمعايير مسؤولية أعضاء النيابة العامة المهنية وبيان واجباتهم وحقوقهم الأساسية مؤرخة 23 تشرين الثاني/نوفمبر 2010.

1. Requests the United Nations Office on Drugs and Crime to circulate the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors, annexed to the present resolution, to Member States for their consideration and comments;
1- تطلب إلى مكتب الأمم المتحدة المعني بالمخدرات والجريمة أن يعمّم معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية، المرفقة بهذا القرار، على الدول الأعضاء لكي تنظر فيها وتبدي تعليقاتها عليها؛

2. Also requests the United Nations Office on Drugs and Crime to prepare, by the third quarter of 2008, a structured, verbatim compilation of the comments received from Member States, as an addendum to the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors;
2- تطلب أيضا إلى مكتب الأمم المتحدة المعني بالمخدرات والجريمة أن يعد، بحلول الربع الثالث من عام 2008، تجميعا حرفيا مبوبا للتعليقات الواردة من الدول الأعضاء، كإضافة إلى معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية؛

On prosecution services, the Office and the International Association of Prosecutors (IAP) are considering the development of joint guidelines for the implementation of the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors.
15- وفيما يتعلق بدوائر النيابة العامة، ينظر المكتب حالياً، بالتعاون مع الرابطة الدولية لأعضاء النيابات العامة، في إعداد مبادئ توجيهية مشتركة لتنفيذ معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية.

It was noted that the conduct of prosecutors should be governed by an ethical code, and reference was made to the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors, developed by the International Association of Prosecutors, which had been acknowledged by the Commission in its resolution 17/2 of 18 April 2008.
وأشير إلى أنَّ سلوك أعضاء النيابة العامة ينبغي أن تحكمه مدونة قواعد سلوك، وأشير إلى معايير مسؤولية أعضاء النيابة العامة المهنية وبيان واجباتهم وحقوقهم الأساسية التي أعدّتها الرابطة الدولية لأعضاء النيابات العامة، والتي اعترفت بها اللجنة في قرارها 17/2 المؤرّخ 18 نيسان/أبريل 2008.

In 2008, the Commission on Crime Prevention and Criminal Justice, in its resolution 17/2, requested UNODC to prepare a structured, verbatim compilation of the comments received from Member States on the Standards of Professional Responsibilities and Statement of the Essential Duties and Rights of Prosecutors, as an addendum to them.
27- في عام 2008، طلبت لجنة منع الجريمة والعدالة الجنائية إلى مكتب المخدرات والجريمة، في قرارها 17/2، أن يعد تجميعا حرفيا مبوبا للتعليقات الواردة من الدول الأعضاء على معايير مسؤولية أعضاء النيابة العامة المهنية وبيان واجباتهم وحقوقهم الأساسية كإضافة لها.

The Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors, adopted by the International Association of Prosecutors and acknowledged by the Commission on Crime Prevention and Criminal Justice in its resolution 17/2, had been used by many Member States as guidance to promote fair, effective and impartial prosecution services.
وقد استخدمت دول أعضاء عديدة معايير مسؤولية أعضاء النيابة العامة المهنية وبيان واجباتهم وحقوقهم الأساسية التي اعتمدتها الرابطة الدولية لأعضاء النيابة العامة وسلَّمت بها لجنة منع الجريمة والعدالة الجنائية في قرارها 17/2، كإرشادات لتعزيز نزاهة أجهزة النيابة العامة وفعاليتها وحيادها.

With respect to prosecution services, the Office, jointly with the International Association of Prosecutors, is drafting a handbook to assist practitioners in implementing the 1990 Guidelines on the Role of Prosecutors and the International Association of Prosecutors 1999 Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors.
16- وفيما يتعلق بدوائر النيابة العامة، يعمل المكتب، بالاشتراك مع الرابطة الدولية لأعضاء النيابات العامة، على صياغة دليل لمساعدة الممارسين على تنفيذ المبادئ التوجيهية لعام 1990 بشأن دور أعضاء النيابة العامة ومعايير هذه الرابطة لعام 1999 بشأن المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية.

(a) Requested the United Nations Office on Drugs and Crime (UNODC) to circulate the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors, annexed to the above-mentioned resolution, to Member States for their consideration and comments;
(أ) طلبت إلى مكتب الأمم المتحدة المعني بالمخدرات والجريمة (مكتب المخدرات والجريمة) أن يقوم بتعميم معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية، المرفقة بالقرار المذكور أعلاه، على الدول الأعضاء لكي تنظر فيها وتبدي تعليقاتها عليها؛

(b) Also requested UNODC to prepare, by the third quarter of 2008, a structured, verbatim compilation of the comments received from Member States, as an addendum to the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors;
(ب) طلبت أيضا إلى مكتب المخدرات والجريمة أن يُعِدَّ، بحلول الربع الثالث من عام 2008، تجميعا حرفيا مُبوَّبا للتعليقات الواردة من الدول الأعضاء، كإضافة إلى معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية؛

Several Member States also referred to the Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors and stated that they were fully incorporated or reflected in domestic legislation (Belarus, Bulgaria, Estonia, France, Germany and Greece).
48- وأشارت عدّة دول أعضاء أيضا إلى معايير مسؤولية أعضاء النيابة العامة المهنية وبيان واجباتهم وحقوقهم الأساسية وأفادت بأنها أُدمجت بالكامل في التشريعات الداخلية أو جُسِّدت فيها (إستونيا وألمانيا وبلغاريا وبيلاروس وفرنسا واليونان).

21. The Standards of professional responsibility and statement of the essential Duties and Rights of Prosecutors (hereinafter the IAP Standards of professional responsibility), adopted by the International Association of Prosecutors (IAP) on 23 April 1999, complement the United Nations Guidelines.
21- وتكمل معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية() التي اعتمدتها الرابطة الدولية للمدعين العامين في 23 نيسان/أبريل 1999 (والمشار إليها فيما بعد بمعايير المسؤولية المهنية للرابطة) مبادئ الأمم المتحدة التوجيهية.

The Summit further stresses the importance of zero tolerance to corruption in prosecution services and commends the " Standards of Professional Responsibility and Statement of the Essential Duties and Rights of Prosecutors " , developed by the International Association of Prosecutors (1999).
كما يشدّد المؤتمر على أهمية عدم وجود أي تسامح على الإطلاق مع أي فساد يشوب أجهزة النيابة العامة؛ ويوصي باتباع " معايير المسؤولية المهنية لأعضاء النيابة العامة وبيان واجباتهم وحقوقهم الأساسية " () التي وضعتها الرابطة الدولية لأعضاء النيابات العامة (1999).
