2. In the article on " duty to ensure the safety and security of United Nations personnel, " insert:
٢ - يدرج في المادة التي تتناول " واجب ضمان سلامة وأمن موظفي اﻷمم المتحدة " ما يلي:

1. The affected State, by virtue of its sovereignty, has the duty to ensure the protection of persons and provision of disaster relief and assistance on its territory.
1- على الدولة المتأثرة، بحكم سيادتها، واجب ضمان حماية الأشخاص وتقديم الإغاثة والمساعدة في حالات الكوارث في إقليمها.

The affected State had the duty to ensure the protection of persons and provision of disaster relief and assistance on its territory and had the primary role in initiating, organizing, coordinating and implementing humanitarian assistance.
وعلى الدولة المتأثرة واجب ضمان حماية الأشخاص الموجودين على أراضيها وتقديم الإغاثة في حالات الكوارث والمساعدة في إقليمها، وعليها دور أساسي في بدء وتنظيم وتنسيق وتقديم المساعدة الإنسانية.
