Policies could be adopted to encourage the deployment of ICT infrastructure, raise awareness on ICT, promote the adoption of ebusiness, promote free and open-source software as a means to lower access costs, develop e-government services, enhance ICT skills in the workforce and remove regulatory barriers.

e-government services have become a reality and are implemented in most countries. Such services are not limited to linking the mass of users to a modern and integrated e-system for the provision of services but also facilitate the exchange of services between government departments, strengthen transparency and aid efforts to combat corruption and stamp out bureaucracy. The key lines for implementing this theme are as follows:

At their summit in Seville, Spain, in 2002, the Heads of State and Governments endorsed the e-Europe 2005 Action Plan, in which the Commission was called upon to " issue an agreed interoperability framework to support the delivery of pan-European e-government services to citizens and enterprises " and which would " be based on open standards and encourage the use of open source software " .
