يكون التعديل، عند بدء نفاذه، ملزماً للدول الأطراف التي قبلته وتبقى الدول الأطراف الأخرى ملزمة بأحكام هذا البروتوكول وبأية تعديلات سابقة تكون قد قبلتها.
