وتشدد الدول اﻷطراف على أهمية بذل كل الجهود من أجل أن يبدأ في أقرب وقت نفاذ معاهدة الحظر الشامل للتجارب النووية، وفقا للمادة الرابعة عشرة من المعاهدة، رغم أوجه القصور التي تنطوي عليها، وﻹعداد المعاهدة لكي يجري تنفيذها بطريقة تحول، إلى أقصى قدر مستطاع، دون مواصلة التطوير النوعي لﻷسلحة النووية.
