31. The Special Rapporteur has documented a number of practical challenges and obstacles to the Effective Investigation and Documentation of torture and other ill-treatment.

Member States may further wish to clarify in Rule 54bis that, based on the Principles for the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment:

Draws the attention of Governments to the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment annexed to the present resolution, and strongly encourages Governments to reflect upon the Principles as a useful tool in efforts to combat torture;

It is also concerned at the lack of information on the training provided to medical doctors with regard to identifying acts of torture includes familiarization with the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol) (art. 10).

Recalls in this respect the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Principles) as a valuable tool in efforts to prevent and combat torture, and the updated set of Principles for the Protection and Promotion of Human Rights through Action to Combat Impunity;

Finally, it notes with concern that the State party has not indicated whether or not this training covers the application of the Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (the Istanbul Protocol) (art. 10).
وتلاحظ بقلق أيضاً أن الدولة الطرف لم توضح ما إن كان هذا التدريب ينطوي على تطبيقٍ لمحتوى الدليل بغية التحقيق بفعالية في التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (بروتوكول اسطنبول) (المادة 10).

A revised version of the Istanbul Protocol: Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (HR/P/PT/8/Rev.1) was published by the Office in July 2004 and is available in all United Nations official languages.
وقد أصدرت المفوضية في تموز/يوليه 2004 صيغة منقحة لبروتوكول اسطنبول: دليل بشأن التحقيق والتوثيق الفعالين بشأن التعذيب وغيره من المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة (HR/P/PT/8/Rev.1) وهي الآن متاحة بجميع اللغات الرسمية في الأمم المتحدة.

14. In cases of allegations of torture, illtreatment or executions, investigations should be conducted in accordance with the Principles on the Effective Prevention and Investigation of Extralegal, Arbitrary and Summary Executions and the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

22. Furthermore, the Special Rapporteur would like to draw the attention of the General Assembly to the Principles on the Effective Investigation and Documentation of torture and other cruel, inhuman or degrading treatment or punishment, also known as the Istanbul Protocol.
