8. This provision introduces the obligation of the States parties to take effective measures to prevent acts of torture.

Recalling that articles 2 and 16 of the Convention oblige each State Party to take effective measures to prevent acts of torture and other cruel, inhuman or degrading treatment or punishment in any territory under its jurisdiction,
وإذ تشير إلى أن المادتين 2 و 16 من الاتفاقية تلزمان كل دولة طرف باتخاذ تدابير فعالة لمنع أعمال التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة في أي إقليم يخضع لولايتها،

3.1 The complainant alleges a violation of article 2, read in conjunction with article 1, of the Convention, on the grounds that the State party not only failed in its obligation to take effective measures to prevent acts of torture, but also used its own police forces to subject him to such acts.

10.7 Counsel also considers that the State party failed to take effective measures to prevent acts of torture in this case, in violation of article 2 of the Convention against Torture.

3.8 The complainant claims that, with regard to the alleged violation of articles 1 and 2 taken together, the State party failed in its duty to take effective measures to prevent acts of torture and used its own security forces to submit the complainant to acts comparable to acts of torture.
3-8 وتؤكد صاحبة الشكوى، فيما يتعلق بادعاء انتهاك المادتين 1 و2 مقترنتين، أن الدولة الطرف أخلت بواجبها اتخاذ تدابير فعالة لمنع أعمال التعذيب واستخدمت قوات أمنها لإخضاع صاحبة الشكوى لمثل هذه الأفعال، وهي أفعال يمكن اعتبارها تعذيباً.
