The objectives of improving the efficiency and effectiveness of the CST should be:

C. Improving the efficiency and effectiveness of the CST
جيم- تحسين كفاءة وفعالية لجنة العلم والتكنولوجيا

Recalling article 24 of the Convention, as well as decision 15/COP.1, the Conference of the Parties adopted decision 17/COP.4 on improving the efficiency and effectiveness of the CST.
واعتمد مؤتمر الأطراف، بعد أن ذكّر بالمادة 24 من الاتفاقية، وبالمقرر 15/م أ-1، المقرر 17/م أ-4 المتعلق بتحسين مستوى كفاءة وفعالية لجنة العلم والتكنولوجيا.

9. The need to improve the efficiency and effectiveness of the CST is recognized by all Parties which have made submissions in accordance with decision 17/COP.4.
9- يسلّم جميع الأطراف الذين أرسلوا تقارير بموجب المقرر 17/م أ-4 بالحاجة إلى تحسين مستوى كفاءة وفعالية لجنة العلم والتكنولوجيا.

29. One submission notes that the current CST programme of work has been delayed because it is dependent upon voluntary support, and proposes that, in order to achieve improvements in the efficiency and effectiveness of the CST, core financial support is required.
29- ويلاحظ في إحدى الوثائق أنه تم تأخير تنفيذ برنامج العمل الحالي للجنة العلم والتكنولوجيا لأن البرنامج يعتمد على الدعم الطوعي، ويشار في الوثيقة إلى أنه ينبغي تقديم دعم مالي أساسي لإجراء تحسينات في مستوى كفاءة وفعالية لجنة العلم والتكنولوجيا.

Mr. Diallo welcomed the fact that the Conference had taken very important decisions in areas such as the review of the implementation of the Convention, the financing of the Convention through collaboration with the GEF, ways of improving the efficiency and effectiveness of the CST and the promotion of synergies between the UNCCD and other conventions.
2- ورحب السيد ديالّو باتخاذ المؤتمر قرارات بالغة الأهمية في مجالات مثل استعراض تنفيذ الاتفاقية، وتمويل الاتفاقية من خلال التعاون مع مرفق البيئة العالمية، وسبل تحسين كفاءة وفعالية لجنة العلم والتكنولوجيا وتعزيز أوجه التآزر بين الاتفاقية وغيرها من الاتفاقيات.

A similar request was also made with regard to presenting short reports on improving the efficiency and effectiveness of the CST, on early warning systems, and on benchmarks and indicators, whereby prescribed length of input by the Parties and observers varied or was not indicated.
وقد وُجه أيضاً طلب مماثل فيما يتعلق بتقديم تقارير مختصرة عن تحسين كفاءة وفعالية لجنة العلم والتكنولوجيا()، وعن نظم الإنذار المبكر()، وعن المعايير والمؤشرات()، وكان حجم الإسهام المطالَب به من الأطراف والمراقبين في بعض هذه الحالات متفاوتاً ولم يكن له ذكر في حالات أخرى.

As an outcome of COP 4 (Bonn, Germany - December 2000), Parties adopted decision 17/COP.4, which encourages Parties to consider ways of improving the efficiency and effectiveness of the CST, and to transmit their recommendations to the secretariat by May 2001.
وتمخض مؤتمر الأطراف الرابع (المعقود في بون بألمانيا في كانون الأول/ديسمبر عام 2000)، عن اعتماد الأطراف المقرر 17/م أ-4، الذي يشجع الأطراف على النظر في وسائل لتحسين مستوى كفاءة وفعالية لجنة العلم والتكنولوجيا وعلى إحالة توصيتها إلى الأمانة في موعد أقصاه أيار/مايو 2001.
