27- يرجى بيان التدابير المتخذة لتمكين الخدمات القنصلية من الاستجابة بفعالية لحاجة العمال المهاجرين المصريين وأفراد أسرهم إلى الحماية، وبخاصة لتوفير المساعدة للمحتجزين منهم.

Please also specify what assistance is offered to Egyptian migrant workers who are the victims of a system of " sponsorship " designed to give the sponsor control over them for the duration of their stay in the State of employment, and sometimes even to prevent them from returning to Egypt.
ويرجى أيضاً تحديد المساعدة المقدمة إلى العمال المهاجرين المصريين من ضحايا نظام " الكفيل " الرامي إلى منح الكفيل سيطرة عليهم طوال مدة إقامتهم في دولة العمل، بل أحياناً منعهم من العودة إلى مصر.

77. The Committee notes that a number of complaints have been received by the Egyptian National Council for Human Rights concerning the rights of Egyptian migrant workers abroad and is concerned about the alleged lack of necessary assistance from consular services.
77- وتلاحظ اللجنة أن المجلس القومي المصري لحقوق الإنسان قد تلقى عدداً من الشكاوى بخصوص حقوق العمال المهاجرين المصريين المقيمين في الخارج وتعرب عن قلقها إزاء ما يُزعَم من نقص المساعدة اللازمة المقدمة لهم من الجهات القنصلية.

The Committee recommends that consular services respond more effectively to the need for protection of Egyptian migrant workers and members of their families, and, in particular, provide the necessary assistance to those in detention and promptly issue travel documents to all Egyptian migrant workers and members of their families who wish or have to return to Egypt.
توصي اللجنة بأن تلبي الجهات القنصلية بقدر أكبر من الفعالية حاجة العمال المهاجرين المصريين وأفراد أسرهم للحماية وبأن تقدم المساعدة اللازمة على وجه الخصوص إلى من يوجدون منهم رهن الاحتجاز وتصدر فوراً مستندات السفر لجميع العمال المهاجرين المصريين وأفراد أسرهم الذين يودون العودة إلى مصر أو يضطرون لذلك.

74. While welcoming the State party's ongoing efforts to disseminate information about the Convention among Egyptian migrant workers seeking to work abroad, the Committee notes that the public information made available to migrant workers rarely refers to their rights arising out of the Convention.
74- وإذ ترحب اللجنة بجهود الدولة الطرف المتواصلة لنشر المعلومات المتعلقة بالاتفاقية في أوساط العمال المهاجرين المصريين الراغبين في العمل في الخارج، تلاحظ أن الإعلام العام الموجه للعمال المهاجرين نادراً ما يشير إلى حقوقهم المستمدة من الاتفاقية.

78. The Committee is concerned at the situation of Egyptian migrant workers who are the victims of a " sponsorship " or kafalah system designed to give the sponsor control over them for the duration of their stay in the State of employment, most notably in the Gulf countries, and sometimes even to prevent them from returning to Egypt.
78- وتشعر اللجنة بالقلق إزاء حالة العمال المهاجرين المصريين من ضحايا نظام الكفالة الرامي إلى تمكين الكفيل من التحكم فيهم طيلة فترة إقامتهم في الدولة التي يعملون بها، وبخاصة في بلدان الخليج، بل منعهم في بعض الأحيان من العودة إلى مصر.

4. The Government noted that the Ministry of Manpower and Migration had adopted a number of policies to guarantee the welfare of Egyptians abroad, strengthen their ties with Egypt, organize and facilitate lawful migration, and integrate Egyptian migrant workers into host countries.
4 - أشارت الحكومة إلى أن وزارة القوى العاملة والهجرة اعتمدت عددا من السياسات الرامية إلى ضمان رعاية المصريين في الخارج وتعزيز صلاتهم بمصر، وتنظيم وتسهيل الهجرة الشرعية وإدماج المهاجرين المصريين في بلدان المهجر.

5. The Ministry participated in local, regional and international conferences on migration, including legal and illegal migration, and on the relationship between migration and development in order to strengthen cooperation regarding the issues faced by Egyptian migrant workers.
5 - وتشارك الوزارة في المؤتمرات المحلية والإقليمية والدولية المتعلقة بالهجرة، بما في ذلك الهجرة الشرعية وغير الشرعية، وبالعلاقة بين الهجرة والتنمية بهدف تعزيز التعاون فيما يتعلق بالمشاكل التي تواجه العمال المهاجرين المصريين.

In particular, it notes with concern information according to which some Egyptian migrant workers were not given travel documents to return to Egypt after being issued with expulsion decisions in the host country and recalls that migrant workers and members of their families shall have the right at any time to enter and remain in their State of origin (article 8 of the Convention).
وتلاحظ بقلق على وجه الخصوص المعلومات التي تفيد أن بعض العمال المهاجرين المصريين لم يُمنحوا مستندات السفر للعودة إلى مصر بعدما صدرت قرارات طردهم في البلد المستضيف وتذكِّر بأن العمال المهاجرين وأفراد أسرهم يحق لهم في أي وقت دخول بلدهم الأصلي والبقاء فيه (المادة 8 من الاتفاقية).

24. Please provide information on measures envisaged by the State party to facilitate the exercise by Egyptian migrant workers living abroad of the right to vote and be elected in elections held in the country (CMW/C/EGY/1, para. 175).
24- يرجى توفير معلومات عن التدابير التي تعتزم الدولة الطرف اتخاذها لتيسير ممارسة العمال المهاجرين المصريين الذين يعيشون في الخارج لحقهم في أن يدلوا بأصواتهم وفي أن يُنتخبوا في الانتخابات التي تجري في البلد (CMW/C/EGY/1، الفقرة 175).
