46. Ms. El Alaoui (Morocco) said that UNRWA was now confronted with new problems caused by the continuing occupation of Palestinian territory by Israeli forces and the escalating policy of violence, restrictions and destruction carried out by Israel.

7. Ms. El Alaoui (Morocco) referred to the grave situation in the Middle East, which had resulted from the intensification of restrictions imposed by Israel and affecting Palestinian refugees not only in the camps, but also in the host countries.
7 - السيدة سعاد العلوي (المغرب): أشارت إلى الوضع الخطير السائد في الشرق الأدنى بسبب تكثيف إسرائيل للقيود المفروضة وما لها من آثار لا في اللاجئين الفلسطينيين في المخيمات فحسب بل أيضا في اللاجئين الذين يعيشون في البلدان المضيفة، الذين ما زالت أحوالهم تتدهور بسبب افتقار الوكالة إلى الموارد.

Ms. El Alaoui (Morocco) said that, once again, the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories had submitted its report (A/60/380) but, as in previous years, without having been able to visit the occupied territories.

Mrs. El Alaoui (Morocco) (spoke in French): As this is the first time that I take the floor, allow me to congratulate the Chairman on his assumption of the Commission's chairmanship, as well as to thank him on behalf of the delegation of Morocco for putting the Disarmament Commission back on track.

Ms. El Alaoui (Morocco) said that the report of the Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967 (A/62/275) indicated that the situation had deteriorated sharply over the past few years as a result of the continued violation of international law by Israeli occupation forces.

2. Ms. El Alaoui (Morocco), speaking on behalf of the Non-Aligned Movement, said that peacekeeping operations must observe the purposes and principles enshrined in the Charter of the United Nations and in agreements concluded at ministerial conferences.

53. Ms. El Alaoui (Morocco) noting with satisfaction the Department's reporting on the sixtieth anniversary of the Universal Declaration of Human Rights and of peacekeeping operations said that the events celebrating that latter seemed to be somewhat selective.

Mr. El Alaoui (Morocco), speaking on behalf of the Non-Aligned Movement (NAM), expressed appreciation for the efforts of the Security Council Working Group on Peacekeeping Operations to seek the views of troop-contributing countries on various aspects of current missions and for the Security Council's efforts to deepen consultations with troop-contributing countries through the mechanism of triangular cooperation.

Mr. El Alaoui (Morocco), speaking on behalf of the Non-Aligned Movement, reiterated the Movement's general position on United Nations peacekeeping: the establishment of any new peacekeeping operation or the extension of any existing mandate under Chapter VI of the Charter of the United Nations should be based not only on the consent of the parties but also on the principle of the non-use of force except in self-defence.
