13. At the invitation of the Chair, a new member of the Committee -- Mr. El-Haiba -- solemnly undertook to discharge his duties impartially and conscientiously, in accordance with article 38 of the Covenant and rule 16 of the Committee's rules of procedure.

40- السيد الهيبة قال إن تمكن الدولة الطرف من إدارة التنوع العرقي والثقافي الكبير فيها، يستحق الثناء، وهو تنوع يشكل مصدر غنى وفي الوقت نفسه، مصدرا للتناقضات والمشاكل فيما يتعلق بحقوق الإنسان.

33. Mr. El-Haiba, referring to the written responses of Cameroon, noted with satisfaction that torture had been criminalized and that a special division, called the " Police des polices " had been set up in 2005.
33- السيد الهيبة أشار إلى الردود الخطية للكاميرون، فلاحظ بارتياح أنه تم تجريم التعذيب وأن شعبة خاصة تسمى " شرطة الشرطة " ، قد أُنشئت في عام 2005.

Mr. El-Haiba said he was not in favour of defining public order; attempting to do so would result in having also to define public morals, a universal concept which was not open to definition at all.

19. Mr. El-Haiba asked what measures the Government planned to take to abolish completely administrative detention and administrative detention centres, which were non-official places of detention that were distinct from penal establishments and were not governed by any regulations.
19- السيد الهيبة سأل عن التدابير التي تنوي السلطات الأردنية اتخاذها لإلغاء الاحتجاز الإداري ومراكز الاحتجاز الإداري بشكل نهائي حيث إنها أماكن احتجاز غير رسمية ومميزة عن السجون ولا تخضع لأية لوائح.

46. Mr. El-Haiba said that neither the State party's report nor its written replies contained any information on measures the State party had taken or planned to take to combat racial hatred, violence and discrimination.
46- السيد الهيبة قال إن الدولة الطرف لم تُضمِّن تقريرها الدوري ولا ردودها الخطية أي معلومات عن التدابير التي اتخذتها أو التي تزمع اتخاذها لمكافحة التمييز والعنف والكراهية العنصرية.

Mr. El-Haiba, noting that Mr. Thelin had suggested holding an additional week of plenary meetings to discuss individual communications, proposed that an extraordinary session should also be held on the subject of State party reporting.
