٣ - تطلب أن تسعى المنظمة، قبل التعهد بتقديم مساعدة انتخابية الى دولة طلبت الحصول عليها، إلى كفالة وجود وقت كاف لتنظيم بعثة لتقديم تلك المساعدة والاضطلاع بها، وتوفر الظروف التي تسمح بإجراء انتخابات حرة ونزيهة، وإمكانية وضع ترتيبات لتقديم تقارير وافية وشاملة عن نتائج البعثة؛
