In an effort to prevent such violations, the ICPD Programme of Action urges Governments to prohibit FGM where it is practised and to give “vigorous support to efforts among non-governmental and community organizations and religious organizations to eliminate such practices” (paras. 4.22, 5.5 and 7.40).
