4- تؤكد من جديد أن أي شكل من أشكال الإفلات من العقاب تتغاضى عنه السلطات العامة فيما يتصل بالجرائم التي ترتكب بدوافع العنصرية وكره الأجانب إنما يسهم في إضعاف سيادة القانون والديمقراطية ومن شأنه أن يشجع على تكرار ارتكاب مثل هذه الأفعال؛
