This part of the guidance document is intended to encourage countries to set up collection systems that best suit their needs so that most if not all used mobile phones are collected and endoflife mobile phones are diverted from final disposal operations such as municipal landfills.

Decisions to include ozone-depleting-substance substitutes within the scope of endoflife activities could increase the demand for destruction capacity to as much as 400,000 - 450,000 tonnes annually by 2030, although some segregation and deselection might be expected for those substitutes seen as relatively benign;

For the purpose of PACE and as defined in the glossary of terms set out in appendix 1 to the present document, ESM is " taking all practicable steps to ensure that used and/or endoflife products and wastes are managed in a manner which will protect human health and the environment " .

It is recommended that Basel Convention transboundary movement controls should be implemented for endoflife mobile phones destined for material recovery and recycling (Annex IV B operations) or final disposal (Annex IV A operations) where the end-of-life mobile phones contain Annex I constituents, unless it can be demonstrated that these end-of-life mobile phones are not hazardous using Annex III characteristics.
ويوصي بضرورة تنفيذ ضوابط النقل عبر الحدود الواردة في اتفاقية بازل فيما يخص الهواتف النقالة المنتهية الصلاحية المخصصة لاستعادة المواد منها وإعادة تدويرها (عمليات المرفق 4 باء) أو التخلص النهائي (عمليات المرفق 4 ألف) عندما تكون الهواتف النقالة المنتهية الصلاحية محتوية على مواد المرفق 1، إلا إذا كان بالإمكان إثبات أن هذه الهواتف النقالة المنتهية الصلاحية غير خطرة باستخدام خصائص المرفق 3.
