The States Parties to the present Covenant undertake to ensure the equal right of men and women to the enjoyment of all economic, social and cultural rights set forth in the present Covenant.

1. Article 3 of the Covenant requiring, as it does, States parties to ensure the equal right of men and women to the enjoyment of all civil and political rights provided for in the Covenant, has been insufficiently dealt with in a considerable number of States reports and has raised a number of concerns, two of which may be highlighted.
١- ان المادة ٣ من العهد، التي تطلب من الدول اﻷطراف أن تضمن حقوقا متساوية للرجال والنساء في التمتع بكافة الحقوق المدنية والسياسية المنصوص عليها في العهد، لم تحظ باهتمام كاف في عدد كبير من التقارير المقدمة من الدول، وقد أثارت عددا من الاهتمامات نركز النظر على اثنين منها.

The State shall promote the equal right of men and women to enjoy all economic, social, cultural, civil and political rights and for this purpose shall take appropriate measures to eliminate all forms of discrimination between the sexes ...
تعزز الدولة مساواة الرجل والمرأة في التمتع بالحقوق الاقتصادية والاجتماعية والثقافية والمدنية والسياسية، وتحقيقا لهذا الغرض تتخذ التدابير الواجبة للقضاء على جميع أشكال التمييز بين الجنسين.

Moreover, both Covenants, in their respective article 3, oblige States Parties to ensure the equal right of men and women to the enjoyment of their civil, cultural, economic, political and social rights.

3. The Committee regrets that the report did not provide any information on the implementation of article 3 on the equal right of men and women to the enjoyment of all economic, social and cultural rights.

Noting that the States Parties to the International Covenants on Human Rights have the obligation to ensure the equal right of men and women to enjoy all economic, social, cultural, civil and political rights,
وإذ تلحظ أن على الدول الأطراف في العهدين الدوليين الخاصين بحقوق الإنسان واجب ضمان مساواة الرجل والمرأة في حق التمتع بجميع الحقوق الاقتصادية والاجتماعية والثقافية والمدنية والسياسية،

Noting that the States parties to the International Covenants on Human Rights have the obligation to ensure the equal right of men and women to enjoy all economic, social, cultural, civil and political rights,
وإذ تلحظ أن على الدول اﻷطراف في العهدين الدوليين الخاصين بحقوق اﻹنسان واجب ضمان مساواة الرجل والمرأة في حق التمتع بجميع الحقوق الاقتصادية والاجتماعية والثقافية والمدنية والسياسية،

2. Indeed, the principle of nondiscrimination is so basic that article 3 obligates each State party to ensure the equal right of men and women to the enjoyment of the rights set forth in the Covenant.
2- والواقع أن مبدأ عدم التمييز هو مبدأ أساسي إلى حد أن المادة 3 تلزم كل دولة طرف بضمان تساوي الرجل والمرأة في التمتع بالحقوق المبينة في العهد.

2. Indeed, the principle of non-discrimination is so basic that article 3 obligates each State party to ensure the equal right of men and women to the enjoyment of the rights set forth in the Covenant.

The Committee reminds the State party that the equal right of men and women to the enjoyment of all economic, social and cultural rights is an immediate obligation of the States parties which cannot be conditioned to willingness of concerned communities to amend their laws.
تذكِّر اللجنة الدولة الطرف بأن المساواة بين الرجال والنساء في التمتع بجميع الحقوق الاقتصادية والاجتماعية والثقافية التزام فوري يقع على الدول الأطراف لا يمكن أن يكون مرهوناً برغبة المجموعات المعنية بتعديل قوانينها.
