12- تشدد على أن، في مواجهة الاختلالات الحالية في تدفقات السلع والخدمات الثقافية وتبادلها على الصعيد العالمي، لا بد من تعزيز التعاون والتضامن الدوليين الراميين إلى تمكين البلدان كافة، لا سيما البلدان النامية والبلدان التي تمر بمرحلة انتقالية، من إقامة صناعات ثقافية يكتب لها البقاء وتكون قادرة على المنافسة على الصعيدين الوطني والدولي؛
