١٢ - وقطعت عملية أمريكا الوسطى شوطا طويلا منذ أن أنشأ الموقعون الخمسة على التزامات اتفاق اسكيبولاس الثاني وﻷول مرة " إجراءات إقامة سلام وطيد ودائم في أمريكا الوسطى " .

When negotiation predominates, chances are that positive results will be obtained, as witnessed by the events that have occurred there in recent years since the signing of the Esquipulas II Agreement in 1987, establishing the principles and procedures that were to guide the comprehensive peace process in the region.
