I am deeply concerned, however, about reported instances of reluctance by the relevant Eritrean authorities to share information on the status of Ethiopian nationals who had crossed into Eritrea.

76. All Ethiopian nationals shall have equal rights and obligations of citizenship regardless of the manner in which nationality is obtained.

The Eritrea v. Ethiopia case illustrates this theory quite well, except for the consideration that the decision to deprive Ethiopian nationals of Eritrean origin of their Ethiopian nationality was sparked by the outbreak of war between the two countries in 1998.

Alarmed by the recent shocking reports of vindictive killings and indiscriminate attacks of Ethiopian nationals residing in Eritrea by the Eritrean regime;
وإذ تثير جزعه الأنباء الأخيرة المروعة عن أعمال القتل الثأرية والهجمات العشوائية التي يتعرض لها الرعايا الإثيوبيين المقيمون في إريتريا، على يد النظام الإريتري؛

1. Deplores the inhuman and barbaric acts of killing, torture, rape and similar atrocities being committed against Ethiopian nationals living in Eritrea by the Eritrean regime;
1 - يشجب أعمـــــال القتـــــل والتعذيــــب والاغتصاب اللاإنسانية والوحشية وما شابهها من فظائع، التي يرتكبها النظام الإريتري ضد الرعايا الإثيوبيين المقيمين في إريتريا؛

- To disclose fully and immediately the whereabouts of Ethiopian nationals abducted from different towns and localities of Eritrea;
- الإفشاء الكامل والفوري لأماكن تواجد الرعايا الإثيوبيين المختطفين من مختلف البلدات والمراكز في إريتريا؛

- Cessation of all hate and racist propaganda against Ethiopian nationals in Eritrea.
- وقف جميع الحملات الدعائية التي تحض على الكراهية والعنصرية ضد الرعايا الإثيوبيين في إريتريا.

From 1998 to 1999, in the midst of the war, ICRC completed a round of repatriations of Ethiopian nationals. The State of Eritrea's recent actions fall into line with its previous concerns, with even more reason: the dangers faced today have become increasingly compelling.

After falsely accusing Eritrea of " holding Ethiopian nationals in detention camps " , the Ethiopian regime offered flimsy excuses for its refusal to accept the return of its citizens.
وبعد أن اتهم زورا إريتريا بـ " احتجاز الرعايا الإثيوبيين في مخيمات الاعتقال " ، قدم النظام الإثيوبي حججا ضعيفة لتبرير رفضه قبول عودة مواطنيه.

The fact that the Eritrean authorities have stepped up their crimes against Ethiopian nationals in Eritrea following the signing of the Cessation of Hostilities Agreement is evidence of the desire by Eritrea to continue the war by other means, and to deny the two countries the possibility of conclusively ending the conflict.
وإن ازدياد عدد الجرائم التي ترتكبها السلطات الإريترية ضد المواطنين الإثيوبيين في إريتريا بعد التوقيع على اتفاق وقف الأعمال العدائية دليل على رغبة إريتريا في مواصلة الحرب بشتى الوسائل، وحرمان البلدين من إمكانية إنهاء الصراع بشكل نهائي.

Reportedly, a memorandum of understanding (MOU) signed on 26 January 2012 between Ethiopia and that third country concerning the return of Ethiopian nationals residing there did not provide any safeguards for the returnees.
وتشير التقارير إلى أن مذكرة التفاهم الموقعة في 26 كانون الثاني/يناير 2012 بين إثيوبيا وذلك البلد الثالث بشأن عودة المواطنين الإثيوبيين المقيمين في ذلك البلد لا تنطوي على أي ضمانات لحماية العائدين.

Ethiopia had also initiated the process of ratification of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families (ICRMW) and had been working with host countries to advance the rights and interests of Ethiopian nationals abroad.
