(ii) If the procuring entity has so stipulated in the solicitation documents, the lowest evaluated tender ascertained on the basis of criteria specified in the solicitation documents, which criteria shall, to the extent practicable, be objective and quantifiable, and shall be given a relative weight in the evaluation procedure or be expressed in monetary terms wherever practicable;

81. As an alternative to the use of a two-envelope system, the contracting authorities may require both technical and financial proposals to be contained in one single proposal, but structure their evaluation in two stages, as in the evaluation procedure provided in article 42 of the UNCITRAL Model Procurement Law.
81- وكبديل لاستخدام نظام المظروفين، قد تطلب السلطات المتعاقدة دمج الاقتراحات التقنية والاقتراحات المالية في اقتراح واحد ولكنها تجري تقييمها على مرحلتين على غرار إجراءات التقييم التي تنص عليها المادة 42 من قانون الأونسيترال النموذجي للاشتراء.

82. In addition to deciding whether to use a two-envelope system or a two-stage evaluation procedure, it is important for the contracting authority to disclose the relative weight to be accorded to each evaluation criterion and the manner in which criteria are to be applied in the evaluation of proposals.
82- ومن المهم، إضافة إلى البت فيما إذا كان سيجري استخدام نظام المظروفين أو إجراءات التقييم على مرحلتين، أن تكشف السلطة المتعاقدة عن الوزن النسبي الذي تعتزم إعطاءه لكل معيار تقييم وعن الطريقة التي سيطبق بها في تقييم الاقتراحات.

145. The Board recommends that the Administration observe the technical evaluation criteria and process under the terms of solicitation documents or inform all invitees of any changes in the evaluation criteria so as to ensure the fairness, integrity and transparency of the evaluation procedure.
145 - ويوصي المجلس بأن تراعي الإدارة معايير التقييم التقني وآلياته بموجب أحكام وثائق التماس العطاءات أو أن تبلغ جميع المدعوين لتقديم العطاءات بأي تغير في معايير التقييم من أجل كفالة إنصاف إجراءات التقييم ونزاهتها وشفافيتها.

55. In paragraph 145, the Board recommended that the Administration observe the technical evaluation criteria and processes under the terms of solicitation documents or inform all invitees of any changes in the evaluation criteria so as to ensure the fairness, integrity and transparency of the evaluation procedure.
55 - أوصى المجلس في الفقرة 145 بأن تراعي الإدارة معايير التقييم التقني وعملياته بموجب أحكام وثائق التماس العطاءات أو أن تبلغ جميع المدعوين لتقديم العطاءات بأي تغييرات تطرأ على معايير التقييم بما يكفل عدالة إجراءات التقييم ونزاهتها وشفافيتها.

(1) In examining, evaluating and comparing tenders or other submissions and determining the successful submission (the evaluation procedure), the procuring entity shall: "
(1) تقوم الجهة المشترية لدى فحص العطاءات أو العروض الأخرى المقدَّمة وتقييمها والمقارنة بينها وتحديد العرض الفائز (إجراءات التقييم)، بما يلي: "

(g) The criteria and procedure for evaluating bids in accordance with article 11 of this Law, including any mathematical formula that will be used in the evaluation procedure during the auction;
(ز) المعاييرَ والإجراءات الخاصة بتقييم العطاءات وفقاً للمادة 11 من هذا القانون، بما في ذلك أيُّ صيغة رياضية سوف تُستخدم في إجراءات التقييم أثناء المناقصة؛

Subparagraph (g) specifically highlights the need to provide to potential suppliers or contractors, alongside the evaluation criteria and procedures, the mathematical formula that will be used in the evaluation procedure during the auction.
وتسلّط الفقرة الفرعية (ز) الضوء تحديدا على ضرورة تزويد المورِّدين أو المقاولين المحتملين بالصيغة الرياضية التي سوف تُستخدم في إجراءات التقييم أثناء المناقصة، إلى جانب معايير التقييم وإجراءاته.

(c) Where any criteria other than price are to be used in the evaluation procedure, the relative weights of all evaluation criteria, including price and any margin of preference, except where the procurement is conducted under article 48, in which case the procuring entity shall list all evaluation criteria in descending order of importance;
(ج) إذا كانت ستُستخدَم في إجراءات التقييم أيُّ معايير أخرى غير سعرية، الوزن النسبي لكل معايير التقييم، بما في ذلك السعر وأي هامش تفضيل، باستثناء الحالة التي تُجرى فيها عملية الاشتراء بمقتضى المادة 48، وفي هذه الحالة تُدرج الجهة المشترية قائمة بجميع معايير التقييم حسب الترتيب التنازلي لأهميتها؛

In paragraph 2 (a) bis of that article, it would be preferable for the sake of consistency to use the words " the selection procedure " rather than " the selection of the evaluation procedure " .
وذكر فيما يتعلق بالفقرة ٢ )أ( مكررا من المادة ٤٢، أنه يفضل، توخيــــا للمواءمـة، استخدام عبـارة " اجراءات الانتقاء " بدلا مـن " اختيار اجراءات التقييم " .
