Article 11 of the Covenant covered the right to an adequate standard of living and also the fundamental right of everyone to be free from hunger.

They also reaffirmed the right of everyone to have access to safe and nutritious food consistent with the right to food and the fundamental right of everyone to be free from hunger, so as to be able to fully develop and maintain his or her physical and mental capacities.
كما أكدوا من جديد على حق كل فرد في الحصول على أغذية مأمونة ومغذية بما يتفق مع الحق في الغذاء والحق الأساسي لكل إنسان في التحرر من الجوع، حتى يتمكن من النمو نموا كاملا ويتمتع بقدراته البدنية والعقلية.

They also reaffirmed the right of everyone to have access to safe and nutritious food consistent with the right to food and the fundamental right of everyone to be free from hunger, so as to be able to fully develop and maintain his or her physical and mental capacities.

" 8. Encourages all States to take steps with a view to achieving progressively the full realization of the right to food, including steps to promote the conditions for everyone to be free from hunger and, as soon as possible, to enjoy fully the right to food, and to create and adopt national plans to combat hunger;

10. Encourages States to mainstream a human rights perspective in building and reviewing their national strategies for the realization of the right to food for all, and to take steps to promote the conditions for everyone to be free from hunger and, as soon as possible, to enjoy fully the right to food and, where appropriate, to consider establishing appropriate institutional mechanisms, in order to:
10- يشجع الدول على تعميم منظور حقوق الإنسان في سياق وضع واستعراض استراتيجياتها الوطنية من أجل إعمال الحق في الغذاء للجميع، وعلى اتخاذ خطوات للنهوض بالأوضاع التي تمكّن كل فرد من التحرر من الجوع وتكفل له في أسرع وقت ممكن التمتع الكامل بالحق في الغذاء، ويشجعها على النظر في وضع آليات مؤسسية مناسبة، عند الاقتضاء، من أجل ما يلي:

" 7. Encourages all States to take steps with a view to achieving progressively the full realization of the right to food, including steps to promote the conditions for everyone to be free from hunger and, as soon as possible, to enjoy fully the right to food, and to create and adopt national plans to combat hunger;

Paragraph 2 is more precise, as it demands that States guarantee the fundamental right of everyone to be free from hunger, and asks them to take " individually and through international cooperation, the measures, including specific programmes, which are needed:
أما الفقرة 2 فهي أدق من ذلك إذ تطالب الدول بضمان الحق الأساسي لكل شخص في التحرر من الجوع وتطلب إلى هذه الدول أن تقوم " بمجهودها الفردي وعن طريق التعاون الدولي، باتخاذ التدابير المشتملة على برامج محددة ملموسة واللازمة لما يلي:

It is a pleasure to note that the World Food Summit took account of that appeal and included in the Plan of Action it adopted the objective of clarifying the content of the right to food and the fundamental right of everyone to be free from hunger and of giving particular attention to implementation and progressive realization of this right as a means of achieving food security for all.
وكان من دواعي السرور أن قمة الغذاء العالمية قد وضعت تلك المناشدة في اعتبارها وضَمﱠنت خطةَ العمل التي اعتمدتها هدفَ توضيح محتوى الحق في الغذاء، والحق اﻷساسي لكل إنسان في التحرر من الجوع، وإيلاء اهتمام خاص ﻹعمال هذا الحق وتنفيذه بشكل تدريجي كوسيلة لتحقيق اﻷمن الغذائي للجميع.
