وقال إن تلك التدابير هي انتهاك لمبادئ المشاركة الدولية ولا تنسجم مع ميثاق الحقوق والواجبات الاقتصادية للدول الذي تحظر المادة ٣٢ منه أية دولة من استخدام الاجراءات الاقتصادية والسياسية وغيرها من الاجراءات ﻹجبار دولة أخرى على التخلي عن ممارسة حقوقها في السيادة.
