The State party should also create adequate conditions for victims to exercise their right to make complaints, conduct prompt, impartial and effective investigation into all allegations of trafficking and ensure that perpetrators are brought to justice and punished with penalties appropriate to the nature of their crimes.
وينبغي أن تهيئ الدولة الطرف أيضاً الظروف المواتية لتمكين الضحايا من ممارسة حقهم في تقديم الشكاوى والتحقيق في كل الادعاءات المتعلقة بالاتجار بالأشخاص بشكل فوري محايد وفعال، وضمان تقديم الجناة إلى العدالة ومعاقبتهم بعقوبات تتناسب وطبيعة الجرائم المرتكبة.

(c) Create adequate conditions for victims to exercise their right to make complaints, and conduct prompt, impartial and effective investigation into all allegations of trafficking, bring perpetrators to justice and ensure punishment with penalties appropriate to the nature of their crimes.
(ج) تهيئة الظروف المواتية لتمكين الضحايا من ممارسة حقهم في تقديم الشكاوى والتحقيق في كل الادعاءات المتعلقة بالاتجار بالأشخاص بشكل فوري ونزيه وفعال، وتقديم الجناة إلى العدالة وضمان معاقبتهم بعقوبات تتناسب وطبيعة الجرائم التي ارتكبوها.

It recommended that Qatar: effectively implement the current laws combating trafficking; ensure systematic procedures to identify victims of trafficking among vulnerable groups and provide protection for victims and access for them to medical, social rehabilitative and legal services; and create adequate conditions for victims to exercise their right to make complaints, and conduct effective investigations into all allegations of trafficking.
وأوصت اللجنة قطر بتنفيذ القوانين الحالية لمكافحة الاتجار بالبشر تنفيذاً فعالاً، وضمان وجود إجراءات منهجية لتحديد ضحايا الاتجار بالبشر من بين المجموعات الضعيفة، وتوفير الحماية لهم وسبل حصولهم على الخدمات الطبية وخدمات إعادة التأهيل الاجتماعي والخدمات القانونية وتهيئة الظروف المواتية لتمكينهم من ممارسة حقهم في تقديم الشكاوى والتحقيق في كل الادعاءات المتعلقة بالاتجار بالبشر(61).
