All the members of the Paris Club are encouraged to implement fully the initiatives which aim at substantially reducing the bilateral component of the debt burden of the poorest and heavily indebted countries and at permitting countries sufficiently advanced in an adjustment strategy to exit from the rescheduling process.

We are aware of the continuing difficulties that the poorest and most heavily indebted African countries are experiencing with regard to the servicing of their debt, and we therefore encourage the Paris Club to pursue its efforts to improve the terms applied to these countries and, where appropriate, to grant a reduction of their bilateral official debt sufficient to enable them to exit from the rescheduling process.
ونحن ندرك الصعوبات المستمرة التي تعاني منها البلدان اﻹفريقية اﻷفقر التي تنوء بثقل الديون اﻷكبر بالنسبة لخدمة ديونها، ولذلك فإننا نشجع نادي باريس على مواصلة جهوده لتحسين الشروط المطبقة على تلك البلدان وتمكينها، عند الاقتضاء، من تخفيض ديونها الرسمية الثنائية بما يكفي لتمكينها من الخروج من عملية إعادة الجدولة.

We are also gratified by operative paragraph 2, in which the Assembly recognizes that a durable solution to the debt problems of the poorest and heavily indebted developing countries suggests even more favourable terms of debt-relief measures, including a reduction of the stock of debt sufficient to enable those countries to exit from the rescheduling process and help them to resume growth and development.

HIPC AND THE FUNDING CRISIS 12. The HIPC initiative is designed to reduce debts to sustainable levels for poor countries that pursue economic and social policy reforms, and is used specifically in cases where traditional debt-relief mechanisms will not be enough to help countries exit from the rescheduling process.
