The Commission decided to report that the General Assembly may wish to consider reconfirming the continued applicability of the Noblemaire principle based upon: (a) the use of periodic checks to determine the highest-paid civil service; and (b) the use of a margin range that is appropriate in relation to the value of expatriate benefits.
