The anti-terrorist conventions and protocols adopted under United Nations auspices contained a consistently formulated aut dedere aut judicare obligation upon the State party in whose territory the alleged offender was present to either extradite that person or submit the case to its competent authorities for prosecution.
وتتضمن اتفاقيات وبروتوكولات الإرهاب التي اعتُمدت تحت رعاية الأمم المتحدة التزاما صيغ بصورة مطردة وهو الالتزام بالتسليم أو المحاكمة، على الدول الطرف التي يوجد في إقليمها من يُدعى ارتكابه الجُرم بتسليم ذلك الشخص أو إحالة تلك القضية إلى السلطات المختصة لمحاكمته.

1. The State Party in the territory of which the alleged offender is present shall, in cases to which article 9 applies, if it does not extradite that person, be obliged, without exception whatsoever and whether or not the offence was committed in its territory, to submit the case without undue delay to its competent authorities for the purpose of prosecution, through proceedings in accordance with the laws of that State.
1 - إذا لم تقم الدولة الطرف التي يوجد في إقليمها الشخص المدعى ارتكابه الجريمة بتسليم ذلك الشخص فإنها تكون ملزمة في الحالات التي تنطبق عليها المادة 9، وبدون أي استثناء على الإطلاق وسواء كانت الجريمة قد ارتكبت أو لم ترتكب في إقليمها، بأن تحيل القضية دون إبطاء لا لزوم له إلى سلطاتها المختصة بقصد المحاكمة من خلال إجراءات تتفق وقوانين تلك الدولة.

9. (a) The State Party in the territory of which the offender or the alleged offender is found shall, in cases where this [Convention] [article] applies, if it does not extradite that person [for the purpose of prosecution], At the fifth session of the Ad Hoc Committee, three options were presented with regard to this point.
٩ - )أ( اذا لم تقم الدولة الطرف التي يوجد الجاني أو الجاني المزعوم في اقليمها بتسليم ذلك الشخص ]بقصد ملاحقته[ ،في الدورة الخامسة للجنة المخصصة ، طرحت ثلاثة خيارات بشأن هذه النقطة .

The State in the territory of which an alleged offender is found has the duty either to extradite that person to one of the States having a connection to the crime or to submit the case to its competent authorities for the purpose of prosecution.
ومن واجب الدولة التي يعثر في أراضيها على متهم بارتكاب جريمة أن تسلمه الى إحدى الدول التي لها صلة بالجريمة أو تحيل القضية الى السلطات المختصة فيها ﻹقامة الدعوى.

4. Each State Party shall take such measures as may be necessary to establish its jurisdiction over the offences set forth in article 2 in cases where the alleged offender is present in its territory and it does not extradite that person to any of the States Parties for the reason that:
٤ - تتخذ كل دولة طرف ما يلزم من تدابير لتقرير ولايتها القضائية على الجرائم المنصوص عليها في المادة ٢ في الحالات التي يكون فيها الشخص المدعى ارتكابه الجريمة موجودا في إقليمها ولا تسلمه إلى أي من الدول اﻷطراف، حين تكون الجريمة قد ارتكبت:

A Contracting State in whose territory a person suspected to have committed an offence mentioned in Article 1 is found and which has received a request for extradition under the conditions mentioned in Article 6, paragraph 1, shall, if it does not extradite that person, submit the case, without exception whatsoever and without undue delay, to its competent authorities for the purpose of prosecution.
تقوم الدولة المتعاقدة التي يوجد الشخص الذي يشتبه في ارتكابه جريمة تنص عليها المادة 1 والتي تلقت طلبا بتسليمه وفقا للشروط المشار إليها في الفقرة 1 من المادة 6، في حالة عدم تسليمها ذلك الشخص، بعرض القضية دون أي استثناء مهما كان ودون تأخير لا مبرر له على سلطاتها المختصة بغرض المحاكمة.

٥ - كذلك تتخذ كل دولة طرف ما يلزم من تدابير لتقرير ولايتها القضائية على الجرائم المنصوص عليها في المادة ٢ في الحالات التي يكون فيها الشخص المدعى ارتكابه الجريمة موجــودا فــي إقليمها ولا تسلمه إلى أي من الدول اﻷطراف التي قررت ولايتها القضائية وفقا للفقرة ١ أو ٢ من هذه المادة.

3. 4 - تتخذ كل دولة طرف ما يلزم من تدابير لإقامة ولايتها القضائية على الجرائم المنصوص عليها في المادة 2 في الحالات التي يكون فيها الشخص المدعى ارتكابــه الجريمــة موجودا في إقليمها ولا تسلمه إلى أي من الدول الأطراف التي أقامت ولايتها القضائية وفقا للفقرة 1 أو 2 من هذه المادة.

If a state where a person has committed a terrorist act requests an extradition, Armenia will extradite that person in accordance with RA International Agreements, except for the cases provided for by the Agreements, or when a person who committed a terrorist act in a foreign state is a citizen of the Republic of Armenia.
وإذا طلبت الدولة التي ارتكب فيها الشخص عملا إرهابيا تسليمه، قامت أرمينيا بتسليمه وفقا للاتفاقات الدولية المبرمة من قبل جمهورية أرمينيا، باستثناء الحالات المنصوص عليها في الاتفاقات، أو إذا كان الشخص الذي ارتكب عملا إرهابيا في دولة أجنبية مواطنا أرمينيا.

4. A State Party in whose territory an alleged offender is present shall be obliged, whether or not the offence was committed in its territory, to submit the case without undue delay to its competent authorities for the purpose of prosecution if it does not extradite that person.
4 - يتعين على الدولة الطرف التي يوجد في أراضيها المتهم بارتكاب العمل الإرهابي، سواء ارتكب العمل الإرهابي في أراضيها أم لا، إقامة الدعوى أمام سلطاتها المختصة دون تأخير بهدف محاكمته إن لم تقم بتسليم هذا الشخص.
