78- تلاحظ اللجنة أن المادة 7 من الدستور الجديد تنص على أن تلتزم الدولة الطرف بالمعاهدات الدولية لحقوق الإنسان، لكنها لا تزال تشعر بالقلق لأن العهد لم يدرَج بعد إدراجاً تاماً في القانون المحلي، ولأن الحقوق المنصوص عليها في العهد لا يُحتج بها أمام المحاكم المحلية أو الهيئات القضائية أو السلطات الإدارية أو تنفّذ من قبلها تنفيذاً مباشراً.

Such matters were particularly important in view of the fact that the Covenant differed in certain substantive respects from the European Convention on Human Rights.
