In 2003, the Prime Minister appointed a Delegate Minister for the Family and the Status of Women.

The Office of the Minister for the Family and the Status of Women oversees the various activities outlined in the Plan, with support from the relevant Government units using a series of:

In this regard, the National Strategy to Combat Violence against Women, developed by the Delegate Minister for the Family and the Status of Women in consultation with other stakeholders, is a most promising initiative since it emphasizes a multipronged approach based on a human rights and empowerment perspective.
وفي هذا الصدد، تعد الاستراتيجية الوطنية لمكافحة العنف ضد المرأة، التي وضعتها الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة بالتشاور مع أصحاب مصلحة آخرين، أكبر مبادرة واعدة لتأكيدها نهجا متعدد الأبعاد قائما على منظور لحقوق الإنسان والتمكين.

45. In 2006, The Delegate Minister for the Family and the Status of Women commissioned a national survey on violence against women, based on interviews with a sample of 2,043 women aged 1964 years.
45- في 2006، طلبت الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة إجراء مسح وطني بشأن العنف ضد المرأة، على أساس مقابلات مع عيِّنة من 043 2 امرأة ما بين سن 19 و64 سنة.

Drawn up by the Office of the Minister for the Family and the Status of Women, with contributions from several Government institutions, associations and experts, the Plan was submitted to the Government Council on 9 March 2010.

The situation as regards human resources is as follows: the central administration of the Ministry of National Solidarity and the Family and the Office of the Minister for the Family and the Status of Women number 268 civil servants. Of those, 60 are senior officials, of whom 31 are women.
23- وفيما يتعلق بالموارد البشرية، تتألف الإدارة المركزية للوزارة ومصالح السيدة الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة من 268 موظفاً، منهم 60 موظفاً سامياً أكثر من نصفهم (31) من النساء.

In particular, the Committee regrets the weak implementation of the National Communication Plan for the Promotion of Child Rights (2009-2011) developed by the Delegate Ministry in charge of Family and the Status of Women.

(b) Upgrade the office of the Delegate Minister for the Family and the Status of Women to a fullyfledged Ministry with the mandate to coordinate and monitor all Government action on gender equality and to initiate proposals to reform policies and laws, and provide adequate budget resources to the Ministry to carry out these functions;
(ب) ترفع مستوى الوزارة المنتدبة المكلفة بالأسرة وقضايا المرأة لتصبح وزارة كاملة الصلاحيات تناط بها ولاية تنسيق ورصد جميع الإجراءات الحكومية المتعلقة بالمساواة بين الجنسين وتقديم مقترحات لإصلاح السياسات والقوانين، وتزويد الوزارة بموارد كافية من الميزانية للاضطلاع بهذه المهام؛

5. CRC noted with appreciation the establishment of new institutions aimed at protecting and promoting the rights of the child, such as the Office of the Head of Government's Deputy Minister for the Family and the Status of Women in 2002, and the National Commission to Combat Child Labour, in 2003.
5- ولاحظت لجنة حقوق الطفل مع التقدير إنشاء مؤسسات جديدة تهدف إلى حماية حقوق الطفل وتعزيزها، من قبيل الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة التي عُينت في عام 2002، واللجنة الوطنية لمحاربة عمل الأطفال، التي أنشئت في عام 2003(16).

23. The Committee welcomes the fact that the Government has developed a number of departmental and inter-governmental coordinating mechanisms on women's equality, including the National Council for the Family and Women, established in 2006, which supports the work of the Ministry for National Solidarity and the Family and the Ministry for the Family and the Status of Women.
23- ترحب اللجنة باستحداث الحكومة عدداً من آليات التنسيق الخاصة بالإدارات والمشتركة بين الدوائر الحكومية تُعنى بتمتع المرأة بالمساواة، بما في ذلك المجلس الوطني للأسر والمرأة الذي أُنشئ في عام 2006 والذي يدعم العمل الذي تقوم به وزارة التضامن الوطني والأسرة والوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة.

In 2006, a national survey on violence against women by the Delegate Minister for the Family and the Status of Women revealed that 9.4 per cent of Algerian women aged between 19 and 64 years had encountered physical violence often or daily within the family, and that 31.4 per cent had been regularly subjected to threats of physical or psychological violence.
14- وكشفت دراسة استقصائية وطنية بشأن العنف ضد المرأة أجرتها الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة في عام 2006 عن أن 9.4 في المائة من النساء الجزائريات اللواتي تتراوح أعمارهن ما بين 19 و64 عاماً تعرضن في حالات كثيرة أو يومياً للعنف البدني داخل الأسرة، وأن 31.4 في المائة منهن خضعن بصورة منتظمة لتهديدات بالعنف البدني أو النفسي().

(b) Encouraging the Delegate Minister for the Family and the Status of Women, the National Council for the Family and Women and other relevant authorities to hold periodic meetings open to all women's rights organizations to discuss women's human rights challenges that could inform the formulation and implementation of national policies.
(ب) تشجيع الوزيرة المنتدبة المكلفة بالأسرة وقضايا المرأة والمجلس الوطني للأسرة والمرأة وغيرهما من السلطات المختصة على عقد اجتماعات دورية مفتوحة لجميع المنظمات المدافعة عن حقوق المرأة بهدف مناقشة التحديات المتصلة بحقوق الإنسان الخاصة بالمرأة والاسترشاد بتلك المناقشات في صياغة السياسات الوطنية وتنفيذها.
