Finally, the General Assembly emphasized that the separate identities and, where appropriate, the field representation of the individual organization should be maintained, and that in strengthening the resident coordinator system there should be no additional bureaucratic layer between organizations' field representatives and the Government.
٦٦ - وأخيرا، أكدت الجمعية العامة ضرورة الحفاظ على الهوية المستقلة لفرادى المنظمات، وعند الاقتضاء، التمثيل الميداني المستقل لها، والتأكد عند تعزيز نظام المنسقين المقيمين من عدم إيجاد طبقة بيروقراطية جديدة بين الممثلين الميدانيين للمنظمة والحكومة.

A number of ACC members believed that the field representation of the United Nations organizations and the decentralization of the programming process should be undertaken according to specific mandates and areas of technical expertise of each organization.
٣ - ويعتقد عدد من أعضاء لجنة التنسيق اﻹدارية أن التمثيل الميداني لمؤسسات منظومة اﻷمم المتحدة وتحقيق لا مركزية عملية البرمجة ينبغي الاضطلاع بهما وفقا للولايات المحددة لكل منظمة ولمجالات خبرتها التقنية.

8. Mr. Othman (Joint Inspection Unit (JIU)) introduced three reports of the Joint Inspection Unit on the review of financial resources allocated by the United Nations system to activities by non-governmental organizations, coordination of policy and programming frameworks for more effective development cooperation, and strengthening field representation of the United Nations system.

In 1997, the Joint Inspection Unit carried out a report entitled " Strengthening field representation of the United Nations system " (JIU/REP/97/1, contained in A/52/457), the focus of which was on coordination and cooperation at the country level mainly through the resident coordinator system.
