In the context of the formation of a customs union among the GCC States and the completion of the procedures necessary for the establishment of a unified customs tariff vis-à-vis the outside world, the Council took note of the agreements reached in the Committee on Financial and Economic Cooperation and expressed satisfaction at the progress made in the classification of goods.
وفيما تعلق منها بإقامة اتحاد جمركي بين دول المجلس واستكمال اﻹجراءات اللازمة لتوحيد التعرفة الجمركية تجاه العالم الخارجي، أخذ المجلس اﻷعلى علما بما اتفقت عليه لجنة التعاون المالي والاقتصادي وأبدى ارتياحه لما تم إنجازه من تصنيف السلع.

13 - وقد اتخذ الجانبان خطوات إيجابية لتوطيد الاتفاقات الأولية، بما في ذلك احترام الاستقلال الذاتي الواسع لمناطق وقف إطلاق النار، والتعاون المالي والاقتصادي لتنمية الهياكل الأساسية المحلية (الطرق، المدارس، المرافق الطبية)، وتعليم اللغتين البورمية والانكليزية في المدارس العامة.

The Council further took note of the paper presented by Kuwait on the strategic aspects of the development and economic integration of GCC member States and of the positive concepts and basic elements set forth therein for a strategy for the medium- and long-term economic development of member States. It decided to refer the paper to the Committee on Financial and Economic Cooperation for consideration.

The Council also approved the decision of the Committee on Financial and Economic Cooperation that it was not necessary to endorse certificates of origin and the accompanying invoices and safety certificates for foodstuffs in respect of goods of national origin destined for embassies, missions and consulates in the Council States, with the stipulation that other relevant authorities should be bound by that.
كما وافق المجلس على ما قررته لجنة التعاون المالي والاقتصادي بعدم ضرورة تصديق شهادات المنشأ والفواتير المصاحبة لها وشهادات صلاحية المواد الغذائية الخاصة بالبضائع ذات المنشأ الوطني من السفارات والممثليات والقنصليات بدول المجلس والتأكيد على الجهات اﻷخرى ذات العلاقة بالتقيد بذلك.

The Supreme Council approved the recommendations relating to the electrical link-up between Council States arrived at by the Committee on Financial and Economic Cooperation and directed that they should be put into implementation. It also approved coordination of the necessary measures for the implementation in member States of the resolutions of the Supreme Council in economic areas.

Owing to the desire on the part of the Ministerial Council to strengthen social insurance systems and support civil retirement systems in the GCC countries, the Financial and Economic Cooperation Committee was charged with following up on the proposal for the establishment of a joint investment fund for civil retirement and social insurance systems among the GCC States.

In the economic field, the Council reviewed the reports of the ministerial committees on their recent meetings and referred a number of other matters to the relevant ministerial committees. The Council decided to convene the eighth joint meeting of the Ministerial Council and the Committee on Financial and Economic Cooperation at the end of October 1996 in order to consider the question of a unified customs tariff.
وفي المجال الاقتصادي استعرض المجلس عددا من محاضر اللجان الوزارية التي عقدت اجتماعاتها خلال الفترة الماضية وأحال عددا من المواضيع اﻷخرى إلى اللجان الوزارية المختصة، وقرر المجلس عقد الاجتماع المشترك الثامن بين المجلس الوزاري ولجنة التعاون المالي والاقتصادي في أواخر تشرين اﻷول/أكتوبر ٦٩٩١م للنظر في موضوع توحيد التعرفة الجمركية.

As was to be expected, the promulgation of that Act was widely greeted with unease, rejection and disapproval, and, in its resolution 55/6 of 26 October 2000, the General Assembly expressed its deep concern at the negative impact of unilaterally imposed extraterritorial coercive economic measures in the field of trade practices and Financial and Economic Cooperation and called for the immediate repeal of those unilateral laws.
6 - وكما كان متوقعا فقد جوبه سن هذا القانون بموجة واسعة من القلق والرفض والاستنكار وتمثل ذلك بما عبرت عنه الجمعية العامة في قرارها 55/6 المؤرخ 26 تشرين الأول/أكتوبر 2000 من قلقها البالغ للأثر السلبي للإجراءات الاقتصادية والقسرية الانفرادية التي تتجاوز حدود الولاية الإقليمية في الممارسات التجارية والتعاون المالي والاقتصادي.
