87- وبينما أحرز تقدّم كبير في توفير إطار تشريعي وتنظيمي لمكافحة غسل الأموال، بعد مرور ثمانية أعوام على الدورة الاستثنائية العشرين للجمعية العامة، لا يزال غسل الأموال خطرا عالميا يهدِّد سلامة النظم المالية والتجارية وموثوقيتها واستقرارها، خصوصا في بعض مناطق العالم.

The General Assembly, in its resolution S-20/4 D of 10 June 1998, recognized that the problem of laundering of money derived from drug trafficking and other serious crimes had become such a global threat to the integrity, reliability and stability of the financial and trade systems and even government structures as to require countermeasures by the international community in order to deny safe havens to criminals.
1- سلّمت الجمعية العامة في قرارها دإ-20/4 - دال المؤرخ 10 حزيران/يونيه 1998 بأن مشكلة غسل الأموال المتأتية من الاتجار بالمخدرات وغير ذلك من الجرائم الخطيرة أصبحت خطرا عالميا يهدد سلامة النظم المالية والتجارية وموثوقيتها واستقرارها، بل ويهدد بنيان الحكومات، إلى حد يتعيّن معه أن يتخذ المجتمع الدولي ما يلزم من تدابير مضادة لحرمان المجرمين من أي ملاذات آمنة.
