In its decision 20/19 B of 5 February 1999, the Governing Council of the United Nations Environment Programme (UNEP) decided to undertake the first intergovernmental review of the status of implementation of the Global Programme of Action in 2001.

Notes with satisfaction the progress achieved in the implementation of the NOWPAP programme of work, including the establishment of a priority project on land-based sources of pollution, including participation in the preparatory process leading to the first intergovernmental review Meeting on the Global Programme of Action for the Protection of the Marine Environment from Land-Based Sources of Pollution;
