3. As indicated in the reports of the Secretary-General, the General Assembly, in its resolution 42/214 of 21 December 1987, inter alia, authorized the Secretary-General to exercise his discretion in making exceptions to allow first-class travel on a case-by-case basis.

4. During the period from 1 July 1996 to 30 June 1997, the Secretary-General authorized 25 cases of first-class travel and 23 cases of business-class travel as an exception to the standards of accommodation; the total additional costs incurred as a result of those exceptions amounted to $54,303 (see A/52/517).

7. The Advisory Committee believes that first-class travel should be limited to the President of the General Assembly and the Secretary-General.

Taking those developments into account, the Committee noted that the General Assembly might wish to provide further guidance on the use of first-class travel with a view to its use in only the most exceptional circumstances.

7. The Court has stated that, although first-class travel is authorized under the autonomous regime created by resolution 37/240 for members of the Court, judges in fact almost always travel at a lower standard of accommodation and that most flights departing from Amsterdam do not offer first-class service.
