يشترط في القضاة الدائمين والقضاة المخصصين أن يكونوا على خلق رفيع، وأن تتوفر فيهم صفات التجرد والنزاهة، وأن يكونوا حائزين للمؤهلات التي تجعلها بلدانهم شرطا للتعيين في أرفع المناصب القضائية.
